Whether or not it's technically the next step, I dunno. There are some some very nice shots, but generally it visually looks kind of dull to me.
On the one hand extremely detailed assets like moon stations, big ships with walkable interior, nice particle effects, PBR, high-res textures etc.
On the other hand a gigantic scale & seamless transition from space to planet without loading screens
Facts: Cloud Imperium Games is the first developer that opens up a new era of immersion and gaming-experience and no other studio comes even remotely close to all the milestones that Chris Roberts and his team have achieved.

Looks a step ahead graphically from any other game i ve ever seen ..
Yes of course it is doable on consoles. By the time this game will release we will have Playstation 5 and XBtwo. This is so ambitious that it will never be finished within the next 5 years.

So what is your point?
Sorry, but what is your point? 2 years old Ghost Recon Wildlands on PC has better textures, more complex and detailed terrain and wood assets. an extremely high draw distance and also zero loading times between the biomes.

Also note, Citizen looks much better that when they first announced it so I won't be surprised if it keeps improving. I don't work at the devs so I can't say definitively but I won't be surprised if it does.
Squadron 42 however i'm most interested in. the tech in that game is very advanced.
Even Andromeda has better running animations.
If you played the current alpha 3.4 build for yourself during the free-flight-event (a few days ago) you would have realised that the animations in SC look rather outstanding especially the procedural walking animations on uneven surfaces.
Some devs at CIG already worked on Crysis 1.
By the way: you can adjust the walking speed by scrolling the mousewheel up or down.
You do realize that the explorable area in Ghost Recon Wildlands probably isn't even close to 1% to the explorable areas ON FOOT cof Star Citizen IN IT's CURRENT STATE? I am talking of fully explorable moons not to talk of Vast reaches of space between these moons and one (or two) planet(s). Also, from what I have seen Ghost recon doesn't really look that great despite it's smaller scale. I am even confident in saying that even now in its unfinished state Star citizen looks better.

I think the latter looks better, althouh it's 2 years old.
I will say though, it makes for some funny as fuck glitches right now.
